Computer Software (MIS) on "Integrated Rehabilitation Program for Upliftment of Ultra-Poor Slum Dwellers in Mohammadpur and Mirpur in Dhaka City and Saidpur in Nilphamari District in Bangladesh.”

Education Sector of Dhaka Ahasania Mission (DAM) is going to hire a National Software consultant or Software firm to design and develop MIS software (Education) on Ultra-Poor Slum Dwellers in Mohammadpur and Mirpur in Dhaka City and Saidpur in Nilphamari district, in Bangladesh for implementation of an education project. DAM invites proposal from interested software or ICT firm/individual to undertake this assignment.

Objective of the assignment:
The MIS software design & development service will contribute to assess the quality of education service following the Education Management Information System of the project through automation. Consultant/firm will develop & design a complete software and recommendation for further development through analyzing the MIS potentials.

The Software or ICT firm/Consultant must submit the following documents along with Technical & Financial Proposal:

Technical proposal
Expression of Interest (EOI), maximum 08 pages profile of the consultant including experience in handling similar assignments, a work-plan, methodology, with client name, contract person and mobile number along with detailed CV.

Financial proposal
The financial proposal should include VAT only. DAM will deduct Income Tax at source (as per govt. rules) from the agreed consultancy amount for national consultant. ETIN certificate and any other relevant document (if necessary) included with the submission.

Overview of the Organization:
Dhaka Ahsania Mission (DAM) established in 1958. It is registered with the Department of Social Welfare and NGO Affairs Bureau of Bangladesh Government. As a National NGO having consulting status with UN-ECOSOC & Operational relation with UNESCO. The vision of DAM is a society of people, the disadvantaged population groups/ communities in particular, free from poverty, experiencing a social transformation for fulfillment of basic rights and having an improved social, economic and spiritual living. DAM has been contributing rendering services in different sectors including education, health, agriculture, economic development, rights and governance, climate change and disaster risk reduction, etc. 

Project Title: Integrated Rehabilitation Program for Upliftment of Ultra-Poor Slum Dwellers in Mohammadpur and Mirpur in Dhaka City and Saidpur in Nilphamari district, in Bangladesh.

Background of the Project:

The project will provide Non‐Formal Education (NFE) to 29,250 children over a five year period. During the project period, approximately 90% of these children will be mainstreamed to the formal schooling system. The project will provide a vital link between the project’s students, 15 Adolescent Development Forum (ADF) and other related networking bodies at the forefront of social action. In addition, as the ADF also works with immediate family members and the wider community. The program will also empower them, as they will be equipped with information and strategies to demand for basic services such as education, vocational training, life skills, children rights, water, sanitation, employment support and medical facilities from the local government and other agencies.

Summary of the Project:

Goal: 29,250 out of school left out and dropout children of slum dwellers are provided with quality Non‐Formal Pre‐primary, Primary (I‐V grade) and Junior Secondary (VI‐VIII grade) education by June 2025.

Outcomes:
Outcome 1: Provided non‐formal Pre‐primary, Primary and Junior Secondary education to all children of slum in 3 project locations sequentially over the next 5 years.
Outcome 2: All Primary and Junior Secondary passed out learners are mainstreamed in the formal education system.
Outcome 3: No Out of School Children remained in the project area.
Outcome 4: Community people made aware to prevent children from abuse, violence, early marriage, child labor and child trafficking.
Outcome 5: Network with NGOs and Community Based Organizations (CBOs) developed who also provided services in the same communities for better cooperation and collaboration.
Outcome 6: Developed community based organizational cooperation and coordination to ensure sustainability of the program.

Major Activities:

The project is implemented in 3 areas of Bangladesh are: Mohammadpur and Mirpur in Dhaka City and Saidpur in Nilphamari District, in Bangladesh are selected for providing the services among the slum dwellers.

Objective of the Consultancy:
The overall objective of the MIS software is to gathering and storing data from different Children Learning Center, making valuable reports and graphical presentations that can help improving the performance of the project and decision-making. The purpose of the consultancy is to design, develop a customized web-enabled automated system where 195 CLCs information would be accessible through “Management Information System (MIS) Software” for KAAP-UUP Project, Education Sector of Dhaka Ahsania Mission (DAM).

The selected Companies will provide new software development, Maintenance Support to the project, through having required skills and experience in software development, maintenance, management and user support. 
The consultancy companies should have technically qualified and well experienced strong in-house resource base. 
The primary objectives:

1. To create a common online platform on which students, teachers, trainers, project staff, DAM management & donor representatives can collaborate to create an open learning environment.
2. Digitizing overall reporting system and mapping of student and teacher progress as well as U/CLC performances.
3. Providing fully integrated U/CLC Management System and Document Management System

The selected Companies shall provide new software development & maintenance support and user support considering the mentioned objectives. The Consultancy Companies should have technically qualified and well experienced strong in-house resource base. 

The contents of the MIS Software
The proposed system should be an online System which will be used by different types of users related to education like: Student, Teacher, Guardians, Staff and so on. These types of users have different roles and unique confidential user information to access the system. Every user enters the main authentication page and after that, system will grant them authorization.

Development and Enhancements:

There should be a detailed work plan for the software development. Object-oriented design for the system design should be encouraged. After completing the logical design, the consulting firm should make presentations to users and technical team designated by the project to recommend whether the developed system meets the needs. Any suggestions and comments will have to be incorporated in the design to improve the design. Application development should follow the approval of the technical team. The developed system and software have to be thoroughly tested to ensure accuracy and integrity of data and information.  Selected Organization shall ensure that correct version of the application/program units are being considered to carry out application development through configuration management plan for configuration management.

Bug-Fixes and End-User Problem Resolution:

The end user support would include all activities related to resolving the bugs/defects reported by application users. Every bug / defect should be logged and categorized on the severity levels. Bugs discover would have to be corrected by the consulting firm at their own cost during the warranty period, which shall be a period of at least two years after completion of the work.

Duration and Timeline:

The MIS software will be expected to complete within 30 working days beginning as soon as possible (from date of agreement signed). The software will be submitted by given timeline. The consulting firm/consultant is required to produce all the deliverables during the contract period.
