Dhaka Ahsania Mission (DAM) is a National NGO with Consultative Status with UN ECOSOC and UNESCO. It works for social and spiritual development of the community. Founded with the motto of ‘Divine and Humanitarian Service’, over 62 years DAM has been serving the human community for improved living conditions enhancing people’s capacities to multi-dimensional field programs and inner potentials. DAM’s current diversified works encompass multi-dimensional field programs and self-governing institutions in education, health and economic development sectors in Bangladesh.

In the education sector, DAM is now working through field-based programmes and institution-based services with focused interventions. ECD programme is now expanded, incorporating intensive parent-children interaction through community-based integrated ECD model. Wider implementation of multi-grade NFPE for OOSC is explored through partnership with GoB and NGOs. Technical collaboration with formal and non-formal education providers is intensified with particular focus on teachers’ professional development. Aiming at developing a learning society, functioning of community-based literacy and lifelong centres is promoted for expansion of literacy programmes and reading promotion at all levels. In support of quality education, besides promoting reading materials, digital and interactive learning material are being developed for use at all levels of education.
DAM is implementing an emergency humanitarian response education project titled i) Scale-up of Early Learning and Informal Basic Education Programme for Forcibly Displaced Myanmar Nations (FDMN) 4-14 years’ children in Bangladesh (ENBC)ii) Ensuring integrated (Foundational literacy and numeracy; vocational training, psychosocial support and life skills) services for 15-18 years adolescent in the Rohingya camp and host community of Cox’s Bazar (ALP)and iii) Myanmar Curriculum Piloting Projectwith the financial support by UNICEFat 6 Upazilas of Cox’s Bazar district.

Monitoring & Evaluation Specialist – (1) ENBC Project
Duty Station: Cox’s Bazar with including frequent field visit.

Major Job Descriptions:

  • The M&E Specialist works to ensure project activity management is strengthened and that results of ENBC+ALP+MCP program efforts are maximized.
  • Lead the monitoring and ongoing review of the project Performance Monitoring Plan (PMP). Ensure that the PMP is updated as needed, with meaningful indicators and targets that communicate the impact of project activities. Provide ongoing analysis of project performance in order to identify key issues which require action by the Program Focal Person and to inform the development of communications materials.
  • Develop monitoring indicators following the Log frame (design PMF tools) of the project
  • Prepare monitoring plan for throughout the year and perform accordingly
  • Establish the Research, Monitoring and Evaluation strategy and assist team to conduct all required survey in the project and do all the needful efforts for well-functioning of the project activities;
  • Manage data and information on bimonthly targets and present comparative statement of the targets and achievements;
  • Supervise data management and analysis in the required software
  • Conduct team performance monitoring and evaluation as well as reporting
  • Coordinate the regular review of progress towards achieving project result
  • Coordinate the process for updating policy and procedure, documents in the area of monitoring & evaluation
  • Maintain close liaison with DAM and Education Sector, UNICEF, fields and exchange information and experiences;
  • Assist project management in identifying short comings, gap in the PP and budget and revising those according to the needs;
  • Develop a computerized MIS, trained staff members accordingly, ensure information flow and generate reports for various users
  • Ensure accurate data collection, analysis and interpretations as well as preparing M&E reports
  • Document project experiences, good practices, case studies, and disseminate properly
  • Plan and execute research design on any particular theme or interest areas of the project and or project as a whole

  • Establish and maintain an information management system in accordance with DAM guidance to facilitate humanitarian information exchange and the promotion of data and information standards
  • Supervise Monitoring Officers, all data analysis and reporting and knowledge management.
  • Design, develop and manage databases, spreadsheets and other data tools; understand, document, and ensure the quality of high-value humanitarian data for accuracy, consistency and comparability
  • Organize, design and carry out the evaluation and analysis of location specific data sets through meaningful statistical techniques
  • Provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
  • Carry out daily monitoring visits, focus group discussions, participatory assessments, key informant interviews etc. for information collection.
  • Provide training and assistance to develop staff skills in participatory and qualitative design, monitoring approaches, to implement realistic monitoring plans that capture quantitative and qualitative data.
  • Ensure quality documentation of all raw data and their analysis.
  • Produce quality narrative reports using field data and their analysis.
  • Collect best practices, case studies and relevant stories from field and produce quality documents.
  • Achieve all documents and evidences in electronic and where necessary printed medium.
  • Coordinate with field monitoring officers to collect necessary data and information ensuring quality within deadline.
  • Support Program Focal Person providing progress indication with data analysis
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

  • Minimum 5 years of work experience within the field of education as Education Program Manager, Master Trainer of formal or Non-Formal education program;
  • Experience in implementation of education program in different education sub-sectors;
  • Received Basic & ToT training on Non-Formal Primary Education Program from reputed organizations;
  • Practical knowledge and skills in Interpersonal communication & facilitation;
  • Experience with capacity building of staff, and in convening and facilitating Seminar/workshops;
  • Experience in Budgeting for education program;
  • Excellent analytical and report writing skills in English and Bengali;
