GENERAL CONTEXT AND BACKGROUND:
Dhaka Ahsania Mission (DAM) is a non-government development organization founded by Khan Bahadur Ahsanullah, an eminent educationist, reformer and Sufi. The founding motto of DAM is ‘Divine and humanitarian service’. It functions since 1958 pursuing the aims of social and spiritual development of entire human community.

DAM is recruiting suitable candidates for its upcoming Humanitarian Aid project in Jamtoli refugee camp and its surrounding host communities funded by HEKS/EPER (a swiss INGO). HEKS/EPER is supporting local partner organizations with around 200 projects in 34 key countries worldwide.

MAIN RESPONSIBILITIES AND TASKS:


Main responsibilities

Tasks

Project implementation

  • Prepare drawing, design and cost estimates as per project needs.
  • Provide technical support to households, laborers, masons and contractors to implement infrastructure works as per design and specifications.
  • Ensure household owners, laborers are following project implementation guidelines to complete project activities within the agreed timeframe and to the highest standards.
  • Provide support in beneficiary’s selection and identify suitable spot for hardware interventions.
  • Assist in preparing tender documents for construction/rehabilitation work.
  • Provide technical support to community mobilizers for implementation of project activities as per standard and resolve field problems.
  • Perform water quality testing to ensure safe drinking water for the households in the host communities.
  • Prepare monthly work plans and review periodically in consultation with

the line manager.

  • Consider of disaster resilient features, gender sensitivity, inclusive approach as a cross cutting issue during programme planning and implementation.

Information management and reporting

  • Assess needs of WASH interventions at community and Camp level.
  • Data collection, record keeping and updating the project database to measure the progress of planned activities.
  • Prepare and submit infrastructural reports within the stipulated time.

Coordination, networking and advocacy

  • Always coordinate and collaborate with Project Officer Food Security Livelihood (FSL), Project Officer (WASH), Project Officer (MEAL and Networking), Administration and finance at field level.
  • Ensure strong relationship with other agencies working in Camp-15 and its surrounding host communities.
  • Ensure participation in cluster meetings and working group meetings led by relevant agencies if asked by the line manager.

Capacity Strengthening

  • Manage and build technical capacities of the community mobilizers to carry out their responsibilities.
  • Assist in organizing and implementing technical training on infrastructural issues.
  • Facilitate field level technical training and orientation sessions to the beneficiaries and committees.

Financial Management and logistics

  • Manage budget for the assigned project and ensure all expenses are according to budget and meet standards regarding financial management.
  • Monitor the proper use of materials, financial and human resources.

Safety and Security

  • Responsible to put in place appropriate security and prevention measures during any distribution and implementation of project activities.
  • Provide timely incident report to the line manager as needed.

 

REQUIRED PROFILE AND EXPERIENCE:


Education and professional experience
  • Diploma in Civil Engineering with at least 2 years of WASH infrastructural activities implementation experience.
  • Priority will be given to the candidates who have experience in Rohingya response project.

Professional requirements

  • Knowledge of computer operating system, estimation software and Auto CAD will get preference.
  • Knowledge on different standards (Sphere, Core humanitarian standards, etc)

Language

  • Good English skills (written, spoken and reading). Local language is an asset.

Personal requirements

  • Willingness to accept frequent field missions by using local transport.
  • Ability to establish collaborative relationships with staff, beneficiaries and other stakeholders.
  • Strong attitude to take initiative, work autonomously and achieve results effectively; Flexibility and Stress-management.
